Local guide
Front yard, side yard, and the permit question
Santee publishes residential fence heights. The building code exemption people quote is aimed at commercial and industrial fences.
This is an independent referral guide. It connects homeowners with independent providers and may receive compensation. It is not a licensed contractor and it does not do the work.
Height, from the city's residential guide
The planning guide for residential zones shows a front yard fence around three and one half feet, or taller only when the upper portion is open and does not block the view. Side and rear yards are shown around six feet. Corner visibility is its own triangle.
Treat those figures as a reason to open the current PDF, not as your approval.
Permits
A local amendment exempts some fences not over eight feet in commercial and industrial zones when zoning already allows them. That sentence is not a residential waiver. Ask Development Services which rule hits your yard, especially for a pool.

Describe the line
Say front, side, or both, and whether a pool is inside the fence.
